Border between China and Russia now has a total of more than4350kilometers, which borders between Heilongjiang province and Russia reached3300kilometers. The China-Russia economic and trade development in Heilongjiang province has unique natural advantages. Especially in August2013by the State Council for approval "the development planning of Heilongjiang and Inner Mongolia northeast border areas",which takes Heilongjiang province and the northeastern of Inner Mongolia region border development and opening up as the national strategy, documents to establish the status of Heilongjiang province in the economic and trade between China and Russia. And September11,2014President Xi Jinping met with advocates in Russia and Mongolia attended the three heads of state to establish a "Russia-Mongolia Economic Corridor", the Silk Road across the Eurasian economic zone with Russia Railway, Mongolia Prairie Road Initiative for docking, further promotes the Heilongjiang province economic ties with Russia. Port as the country’s foreign trade portals and channels, whether it is foreign investment, trade or cooperation are inseparable from the port. Heilongjiang province is one of the many ports, but not the highest contribution to the national economy of the province. The main object of foreign economic and trade in Heilongjiang province is Russia, so trade with Russia in Heilongjiang Province, the object of a class25border ports to optimize the research becomes very important.Aiming at the problems now the border areas of Heilongjiang province port:the port itself is small, less passenger and cargo traffic volume, port, lack of overall planning and function orientation, disorder competition and homogeneity serious competition, the port on Russia’s trade small scale, lack of strong industry support, insufficient construction funds, equipment aging old, affected by the climate and Russia had a greater influence on the attitude construction of port between China and Russia, Heilongjiang Province by establishing a comprehensive evaluation system border crossings with Russia, a comprehensive evaluation of the various ports along the border, Heilongjiang Province and Russia border crossings to optimize the construction of the analysis, including the main border crossings of function orientation, layout optimization and development pattern analysis, proposes to strengthen the economic sense of the port, highlighting the advantages of the port itself, to develop port economy, enhance the port industry support, promote electronic port construction, port of e-commerce platform to build, strengthen regional port infrastructure and strengthening the overall planning and management of the port of these responses, through the development of research in order to optimize the Russian border in Heilongjiang Province, Heilongjiang Province, to strengthen port implementing the national ports policy efforts to provide a direction for the development of Heilongjiang border crossings with Russia, Heilongjiang Province were promoting regional economic development and the port of trade with Russia, and then promote overall economic development of Heilongjiang Province.The innovation of the article is to optimize the layout and mode of development in Heilongjiang Province and Russia border crossings, ports focuses on functional orientation, the difficulty lies in the construction and analysis of comprehensive evaluation system, the former use of the comparative analysis and systems analysis, which used the model analysis and quantitative and qualitative analysis.
