The Impact And Countermeasure Of Carbon Tariffs On International Trade

With the continuous development of human society, the contradiction between environmental protection and economic development is increasingly highlighted. The excess emissions of greenhouse gases cause greenhouse effect, which causes a series of environmental problems such as global warming, pest diseases on earth, rising sea levels and climate anomalies. Humans have been aware of the dangers of the greenhouse effect, and more and more countries and international organizations have begun to take various measures to reduce the emissions of greenhouse gases.Most of Chinese foreign trades depend on traditional intensive energy and high carbon industry, which lack of competitiveness. Once imposed the carbon tariff, Chinese foreign trades will be affected greatly. In face of the new challenges of carbon tariff under the background of low-carbon economy, our country should also study the impact and countermeasure of carbon tariffs on international trade in our country as soon as possible.This article mainly studies the impact and countermeasure of carbon tariffs on international trade from three innovations:firstly, the paper uses cournot model to research the profile of carbon tariffs. Secondly, this paper has dialectical view of carbon tariffs, which have both adverse impact and beneficial effect of carbon tariffs on our foreign trade. Thirdly, this topic of this article is innovative, which studies the impact of carbon tariffs on international trade.Based on above three innovations, this paper first introduces the research background and significance of the thesis, and then introduces systematically literature and the research status at home and abroad. Besides, on the basis of the introduction of carbon tariffs, the present situation of carbon emissions and foreign trades in our country, this paper analyses the profile of carbon tariffs using cournot mode, namely, in order to analyse the change of the trade environment of the carbon tariff, we assume there are two exporters and a importer. These two exporters can produce both regional emissions and transboundary emissions in manufacturing process combined with two-stage game model. Then we solve the optimal rate of carbon tariff on condition of the maximum social welfare of the importer and the equilibrium quantity on condition of the pursuit of maximum profit of the two exporters in the country of the importer. Finally, this paper analyses the impact of carbon tariffs on foreign trades in our country and puts forward countermeasures and suggestions of dealing with carbon tariffs in our country in perspective of both international and domestic aspects in order to provide some useful ideas to the decisions of the relevant departments.
