In speeding up the construction of new socialist countryside, deepen urban and rural development and strengthening of agricultural industrialization background, rural land has become accelerate the "three rural" development of the inevitable choice. Throughout the land transfer process, the farmer is not only agriculture production operators, also land transfer of decision-makers, and in the emphasis on increasing farmers’income and ensure food security in China’s large background requirements, farmers on the land transfer approval what degree? Transfer of agricultural land occurs (land into or out of) the farmer is how to use the land? Income transfer of agricultural land occurs after satisfactory? Therefore, the above issues to Baishan three regional agricultural development level of different studies. This paper surveys and site visits take the form of combination of Baishan City Jiangyuan District, Fusong, Linjiang three areas to conduct field investigations, analyze the current situation and problems of farmers in the survey area sorting through the data, Land Transfer Status and farmers after land transfer land use patterns, the degree of strength in three areas of the status quo, to explore the impact on farmers’ land transfer land use patterns, the degree of strength in three areas, and principal component analysis quantitative analysis of transfer of agricultural land to farmers land Behavior use significantly affect the direction of the case and, at the end of the boot of the proposed recommendations for the survey area farmers land transfer land use decision analysis results.The main research contents and results are as follows:(1) In this paper conducted a questionnaire survey and field visits to the ways of combining the basic situation of the survey area farmer family members and farmers land transfer a case in two ways. In the fourth chapter the author used qualitative methods respectively, from the farmers land use patterns, the degree and intensity of land use decision analysis.
