Land problem is a problem that can not be avoided in the process of urbanization. Due to China’s rural land system of free land transfer form the institutional constraints, in recent years, the rapid development of urbanization and on land resources formed larger rigid demand, not only need to open rural relative idle land resources, at the same time, it needs to protect farmers in the land circulation economic interests. There is no doubt that, in the past 30 years urbanization practice is urbanization to promote the development of rural land system reform, and the establishment of rural land transfer system, the integration of urban and rural market cultivation is essential foundation conditions in the urbanization. The circulation of rural land to achieve the integration of urban and rural areas in the new urbanization has great role in promoting. On the basis of construction of urban and rural citizens, farmers’ interests sharing mechanism, vigorously promote the development of urbanization. Firstly, based on the research background and the research value of the urbanization and rural land circulation problem, respectively on the related research of the urbanization and rural land circulation were reviewed, put forward the topic of this paper.In Hengyang County as the example to study the problem of rural land circulation, first of all is based on Hengyang County agricultural big city as a representative role in Hunan land circulation of analysis, and Hengyang County, the main land transfer based on the commonness and characteristics, research, is the example of the overall situation, and can provide a reference for the food market. The point of view of this study set for the grasp of rural land transfer of the overall situation, influence on the rural land circulation factors empirical analysis and evaluation of public policies of land circulation system and related recommendations to solve part of the problem, trying to from angle of a more comprehensive system of rural land bypass: a comprehensive analysis was conducted. The results of this study for relevant departments to establish and perfect the rural land circulation policy to provide reference.This study draw following conclusions: specification Hengyang County rural land circulation, it is necessary to strictly follow the principle of rural land circulation, improve the rural land property rights system, optimizing rural land use right transfer of public service functions, improve the security system of land transfer mechanism, for the rural land transfer smoothly, provide technical support, and improve the right to the contracted management of land registration system, to promote the right to the contracted management of land ownership registration certification work, strengthen the management of land circulation and service.
