The’silk road’has experienced 2000 years. It is still active in the Asian and European continent, as important channel for different countries, ethnic, economic, cultural exchanges. As’silk road economic belt’ and ’maritime silk road in the 21st century’ have been put forward, silk road have new meaning. On one hand, it have contributed to the development of land and sea, on the other hand it booms the the international market. Transport as a derived demand, plays an important role in international trade. And as to the improvement of the sensitivity of time and cost, how to choose a most efficient transport lines become the focus of attention.Draw on the previous experience, this paper can be divided into four stages. Stage one summarizes the concept and theory of land and sea, the ’silk road’ and multimodal transport, for the following case study and model provides basic theory support. Stage two analyzes the multimodal transport related issues about the’silk road’ under land and sea. Firstly, analysis the present condition of highway, railway, the sea routes and port of the ’silk road’. Secondly, is analyzed the overall characteristics of the silk road, multimodal transport on land or sea, think it can be regarded as an open system, and has strong complexity, in the open system of transportation route has the coordination and the alternative. Thirdly, is analyzed under the background of the main factors affecting multimodal transport. Stage three combined with the analysis of the above, to build a multi-objective model based on minimum time and cost of land and sea, and to convert the model, to make it more in line with the actual situation. Finally, considering multi-objective optimization problem runs counter to the objective function, introduce Pareto optimal solution set, designs the NSGAII algorithm of multimodal transport time-cost model, and the instance simulation by matlab programming.
