Since the reform and opening up, economic development level of Fukang City achieved a historic breakthrough in land management has also made good results, but with the changing economy, so much of the land resource management process is becoming increasingly highlighted. Along with the reform and restructuring of state-owned enterprises, land loss problem is serious, while the change in the land use right transfer process and there are also serious soil erosion problems, these problems arise not only because of inadequate land management, but also because land prices are not an objective reflection of reality. In the benchmark price of Fukang City of the research process, not only can directly reflect the level of land-use changes in Fukang City during various historical periods, but also can show the level of land prices in the area within each historical period and variation. Also provide the basis for the local government to further regulate the real estate market, the development of relevant land taxes charged at the standard, while the objective of local land use change process will also do a joint venture of state-owned enterprise reform and corporate and other processes to effectively control soil erosion phenomenon, as government regulation more effective implementation of the land of great practical significance.In this paper, a case of Fukang City, the use of literature analysis, data comparison method, factor of the paired comparison method, the temporal and spatial evolution in-depth study of urban datum land price of Fukang City,inspired by brother factors, by comparing with the calendar year premium analysis, reveals the temporal variationin land prices driven by urban planning, and validation the rationality of land prices. Research shows that the newdevelopment strategy and urban regional overall planning that Fukang city various land prices rise sharply in pricebureau, all types of land prices show the evolution process to reduce gradually from the center to the edge of thearea. Thus, the various factors to the significant effect of Fukang City, urban land use, is conducive to the urban land income increase, efficient and intensive use of urban land and realize.
