At current there is a huge gap between the rural residents and urban residents. The report at the 18 th Party Congress shows that people’s property income will be increased through multiple channels. Besides, the first policy document of 2014 put forward the recommendation that we should assign the mortgage power to the land. A large quantity of policies refined the new round of land reform policy of China and clarified the direction of land reform movements. The target is to vitalize the property of farmers on the basis of separation of the three powers, the land contracting management, the land-use right and the land ownership. Property income has the smallest share of people’s income but it is much more likely to increased. So the income of rural residents will be increased greatly as people’s property income has been increased.Hutubi county belongs to Changji Hui Autonomous Prefecture in Xinjiang province, which is located in the western part of China, where the economy is undeveloped relatively. There were many people focus on the question of property income. Before writing this thesis, I read a lot of related articles and did a field survey. I examined the farmers’ income and farmers from the land, houses, money property income.According to statistics, in Hutubi County, the property income accounts for a small proportion of the farmers’ income. After analyzing the structure of the local farmers’ property income, we found that they have a main channel to get property income, which is the land. There is a notable gap in the property income between farmers near the city and farmers far from the city.This dissertation did a detailed analysis of problems that exists in the property income of the farmers in this area. The reasons are in the following aspects, the land circulation market is imperfect, the farmers lack enough cognition to the land property right system, farmer have a little compensatory money, and the housing rental market is imperfect, the farmers lack disposable income. There is few finance products for farmers and they are lack of financing concept. At the end of this dissertation, we analyzed factors affecting the increase in the property income of farmers in the region with the help of the Logistic Model. The results show that the farmers’ property income is influenced deeply by the cognition of land right, and the education level of head of a household, each capital cultivated land, the age of head of a household, whether receive financial training, off-farm employment rates, the fluxion rate of the field and the proportion of saving.Based on the above analysis, this dissertation put forward some strategies and measures to improve the land income, capital gains and housing income. Farmers’ land income can be raised by perfecting the land circulation market, bordering up the compensation standard and making the land right clear. To raise farmers’ housing income, The people can make a clear confirmation of the housing and renting. To raise capital income, we can encourage the financing institution to offer financial training to farmers and to develop suitable financial product and explore a new model of rural property mortgage.
