Since the 21 st century, China’s manufacturing industry developed regions such as Yangtze river delta and the Pearl river delta have appeared a "labor shortage", but with the passage of time, the "labor shortage" intensified, the current has evolved from regional and seasonal problems to national, sustainability, social phenomenon. "Labor shortage" to the economic and social development has brought a series of harm, while local governments at all levels to attach great importance to the "labor shortage", and introduced some decoding strategy, but from the point of effect, "labor shortage" is not only not ease, but appeared the trend of deterioration. "Labor shortage" is more serious, especially non-state-owned enterprise "labor shortage" in most of the non-state-owned enterprises have the varying degree existence, in the face of this reality, how to take effective measures to fundamentally solve the non-public enterprise "labor shortage", it has become a widespread concern topic, and caused extensive research, scholars in have also made some research achievements. But in a systemic and comprehensive studies both in a certain lack of, for the cause of the "labor shortage", strategy of the crack is not consistent. So this article on the basis of reference for both scholars research achievements, introducing collaborative governance theory research, hope to be able to fully grasp the specific cause of "labor shortage", and proposes the corresponding solution strategy, for the "labor shortage" bring more theoretical guidance to solve social problems. Based on the theory of cooperative governance, and in Kunshan town as research object, the integrated use of literature research, normative analysis, case studies and other methods, first of all to study origin, significance, research status at home and abroad and the research train of thought and method are expounded, such as led to research subject, has been clear about the research content and framework. Then for collaborative governance theory as well as the evolution of the "labor shortage", characteristics, fully discusses the Kunshan town "labor shortage" the status, through the comprehensive investigation and visiting, analyzes the deep reason of the town "labor shortage" phenomenon, the article finally around these reasons, put forward the concrete crack strategy, that is, from the industrial structure adjustment, increase funding and improve public services, standard recruitment mechanism, accelerate the reform of education and so on five dimensions to begin.
