From the end of2003,"labor shortage" phenomenon has been becoming more and more serious and commonly in many parts of China, causing the severe impact on th-e manufacturing industry which is the support of high-speed economic development of China.This phenomenon has aroused concern in the community and many scholars, there are many scholars from different perspectives on China’s labor shortage has been studied. This paper argues that appears and enterprise management Shortage closely linked, especially in human resources management. At present, China Enterprise inadequate attention to human resource management, general management level is not high, exposing Shortage of human resource management issues, but also on the reform and innovation of human resource management put forward new demands.Human resources are one of the core enterprise resources, is the key factor of competitive advantage, the effective management of human resources across the enterprise to improve management efficiency, the development of enterprises play an important role in the decision. Articles draw on relevant research results of other scholars or experts, on the basis of "labor shortage " phenomenon analysis, to identify a " labor shortage" phenomenon causes; to manage entropy and management dissipative theory, corporate human resources management of in-depth analysis human resource management system revealed in the course of running the law of decreasing and increasing efficiency; Based on the analysis of human resource management factors on entropy, entropy model to build human resource management and management dissipation model proposed suppression positive entropy increase and the introduction of negative entropy strategy to promote the formation of dissipative structures; finally put forward some suggestions of human resource management strategies on the basis of theoretical analysis, corporate human resources management to improve efficiency and provide decision phenomenon shortage reference.
