In the whole world,the problem of food and clothing is the first thing, as the solution of food problem,food production is also gained global visibility.Especially when grain food crisis happened in2007,concerns about the safety of grain food crisis in the world,caused a great deal of discussion.China is a big country,which have a population of 13 million.As the increase of population,food demand is also on the rise. How to improve grain yield in agricultural production? This is the first thing that we have to face.The technical efficiency of agricultural production directly decides the grain food.So in order to improve the grain yield,we must improve the technical efficiency of agricultural production.In recent years,develop vigorously modern agriculture and build the new socialist country,which is the primary task proposed by the government. Improving the competitiveness is the key to the development of agriculture’s socialist modernization. Improving the technical efficiency agricultural production is the key to the competitiveness. Henan province is a big province with a large population, which have an important influence of china grain production. With the development of agricultural modernization requirements in Henan province, agricultural production is no longer confined to the traditional farming methods. farmers more inclined to improve the technical efficiency of agricultural production through technological innovation.To increase the amount of food,scholars have many aspects of the research on how to improve the technical efficiency, concluding the previous research results, most studiesare about the whole agricultural production, the researchesare very rare about the regional areas, especially Henan province;The use of non parametric method is more than the parametric method, studies about the micro data of farmers are rare.Therefore, the paper use beyond the stochastic frontier production function of Cobb Douglas form, and the farmer level survey data, we first estimate the production function model, then calculate the grain production technical efficiency of farmers and the average technical efficiency. From the deeper level, we made analysis. Hope to provide some policy recommendations for Henan province,to improve the amount of food..The main structure of this paper has six parts: the first part mainly introduces the purpose and the significance of this study, mades the general analysis of domestic and foreign literatures about the efficiency of agricultural production, lists the research ideas, methods and shortcomings of this paper; the second part explains concept about the production function and the technical efficiency, and describes the theories; the third part introduces the basic situation of Henan province, including the regional conditionsand the land development level of technical efficiency; the fourth part estimates the technical efficiency of the planting of grain in Henan, by using the cross section data, which gained from farmers by the survey,and combines with the stochastic frontier analysis method; the fifth part discusses the influence of some factors on the technical efficiency from the further reasons, base on the front estimation results; the sixth part makes a summary base on the fourth and fifth part,and give some policy suggestions for government department about how to improve the technical efficiency of agriculture production.The main conclusions of the study:(1)The technical efficiency of grain planting in Henan province is relatively high. Medium-sized farmers have higher efficiency, comparing with the small and the larger farmers.(2)Technical efficiency of different sized farmers focus on the different regions. The small-sized farmers focused on 0.8-0.9, and the technical efficiency of the medium and the large farmers mostly between 0.9-0.95.Therefore, the small-sized farmers has great space to improve the efficiency of production based on the present level.(3)In the factors of influencing technical efficiency of farmers, labor force, years of education,attaining the information, these factors have the positive effect. The government financial subsidy,participate in agricultural cooperatives also have the positive effect on the efficiency of grain farmers.Therefore, the paper argues that the government should strengthen rural talents education, intensify the training, encourage and guide the peasants into cooperatives. Also should strengthen the basic service facilities in rural areas and increase financial subsidies to promote activities of the agricultural production.The main innovation of the paper is based on the survey data of farmers, the use of stochastic frontier production function is more close to the reality of the analysis method.Estimating the technical efficiency of farmers in HenanProvince can objective reflects the current technical level of Henan province grain planting. But because of the limitation of time, the factor of time did not join in the data,and did not distinguish between regional differences,which need further study in the future research.
