Compensation Mechanism Research On The Rural Residential Land Exit In Harbin City

Promoting rural homestead rational and orderly exit is one of the basic ways to alleviate the contradiction between urban and rural areas and to curb the phenomenon of land waste,and the construction of the homestead exit compensation mechanism is an important prerequisite for promoting the normal circulation of the homestead exit system.This paper,the northeast major grain producing areas as the research area,applies synthetically game analysis,system analysis,model measurement methods and other research methods to carry out the relevant research on homestead exit compensation mechanism.Firstly,the article combed the research dynamics of domestic and overseas and commented on the issue of compensation for homestead exit.Then the paper analyzed the status quo and the dilemma of rural homestead exit compensation in the study area to clear the necessary conditions of the homestead exit compensation mechanism construction.After that,on the basis of the game equilibrium of rural homestead exit stakeholders,the paper analyzes the price formation mechanism of homestead exit compensation under different exit types to construct of homestead exit compensation standard calculation model.Last,the article constructed homestead exit compensation operating mechanism which is suitable for the northeastern major grain producing areas,from the basic principles,compensation for the subjects and objects,compensation design,compensation standard determine,compensation fund management and sustainable development supporting protection.the results are as follows:(1)Rural homestead exit in northeast major grain producing areas is an inevitable trend,the compensation price and sustainable development supporting protection is the core foundation of the theoretical framework construction for homestead exit compensation mechanism.(2)The local governments,farmers and new land users as the decision subjects of homestead exit compensation and value-added income distribution game equilibrium,pursued personal interests to maximize.When reasonable compensation needs for farmers are met,the local government participated in the deserved homestead value-added income,new land users choose open market transactions,they will reach a mixed strategy of sub-game refinement Nash equilibrium,which ensure the efficiency and fairness of rural homestead exit compensation.(3)Homestead exit compensation value system includes market value and non-market value,among which the non-market value includes sideline production value and housing security value,and the market value includes economic property value and homestead development rights value.In the economically underdeveloped remote agricultural areas,the exited homestead re-cultivate to replace the new construction land indicators,at the same time,the homestead development rights value is the opportunity cost loss which homestead use changed to cultivated land produced.In the economically developed suburbs,the exited homestead further exploit profitable collective constructive land,at the same time,the homestead development rights value is the value-added income which homestead current use changed to commercial land generated.The economic property value is measured by homestead location compensation price that reflected by the buildings and location.The sideline production value is measured by the amount of per capita pension insurance.The housing security value is measured by town minimum housing security.(4)The construction of homestead exit compensation mechanism should follow the principle of planning first,government guidance and market operation in collaboration,fair and efficient and sustainable development compensation principle.The compensation subject are the local government and new land users.The compensation object is homestead value system.The acceptance object are farmers and village collective.In the economically underdeveloped remote agricultural areas,the compensation method is "1 +3 + X",and the distribution ratio of homestead exit compensation and value-added income of farmers,village collective,local government and developers is 44.45%,4.04%,38.18% and 13.33% respectively.In the economically developed suburbs,we should give a one-time monetary compensation to departure transfer households into the city farmers,and the departure transfer intention farmers take the way of "1 + Y + X" compensation,and the distribution rate of homestead exit compensation and value-added income is 71.23%,15.64% and 13.13% respectively.The paper improved the compensation fund management system from the four dimensions of source,raising,utilization and supervision.Finally,The paper ameliorated the sustainable development protection of departure farmers.The operation links are interdependent,interrelated,and maintain the normal operation of the homestead exit compensation mechanism jointly.
