With the rapid development of the mobile communication industry,5G technology is also developing rapidly.International manufacturers are competing for the dominant position in the 5G market,and the formulation of mobile communication industry standards will help China to occupy the right to speak and enhance China's international competitiveness in the mobile communications market.The citation relationship between standards reflects the knowledge relationship between standards.Standard drafting units participate in standard setting and their cooperation reflects their status in the market.Therefore,in order to understand the status quo of China's mobile communication industry standards development,the direction of technology development,the changes in the status of enterprises in the development of standards,and the impact of participation in the formulation of standards on enterprises,it is necessary to analyze the reference relationship between standards and their drafting units.Most of the existing researches are related to the reference relationship between the mobile communication industry standard reference and the standard drafting unit cooperation relationship,and the standard reference relationship is less related to the drafting unit cooperation relationship.This paper introduces complex network and analytic hierarchy process to conduct a comprehensive study on the reference relationship between mobile communication industry standards and the cooperation relationship of drafting units.This paper takes 1,250 national standards and industry standards for mobile communication industry and its 223 standard drafting units as samples,and builds a two-tier network such as the mobile communication industry standard reference network and the standard drafting unit cooperation network.Through the analysis of the network structure,it is found that both networks have scale-free characteristics,the standard reference network has no small world characteristics,and the drafting unit cooperation network has small world characteristics;Use AHP to sort the standards and discover the core standards of the mobile communications industry;Through the analysis of the drafting unit,it is found that the drafting units that are more important to the standards in the mobile communication industry and the impact of the development of standards on the drafting unit;Through the time lapse and technical classification of the two-tier network of the mobile communication industry,the dynamic changes of the core standards and drafting units were discovered.Based on the analysis results of each network,the author finds that several conclusions in the two-tier network,such as many isolated standards in China's mobile communication industry,the overall density of each network is low,and the core drafting units are relatively fixed.Based on these conclusions,combined with the relevant knowledge of the mobile communication industry,it is proposed to focus on the development of core standards and core drafting units,guide the integration of isolated standards into the network,appropriately increase the citation between standards,strengthen exchanges and cooperation between drafting units,and encourage drafting units to participate in standards development,participate in the formulation of standards and other recommendations to provide theoretical guidance for the development of China's mobile communications industry standards.
