Nowadays, energy consumption, greenhouse effect, haze weather are global problems, how to realize the coordination between economic development and environment, energy is particularly important. In recent years, low carbon economy with low pollution, low energy consumption, low emissions characteristics becomes the inevitable choice of social and economic development mode change and the effective way to solve the environment, energy problem. The low carbon agriculture as an important component of a low carbon economy has become the focus of attention. Shandong Province which is a major agricultural province, promoting energy conservation, development of new energy in the agricultural sector, changing traditional agriculture model, and realizing the orderly and healthy development of agriculture is the inevitable choice. This article is based on reality, focused on low carbon level of agricultural development in Shandong Province, for the evaluation of the results of analysis of the problem, then identify further development of low-carbon agriculture in Shandong Province suggestions.The article first sort out low-carbon agricultural research background and research status, and then overview of the concept of low-carbon agriculture and related theoretical for the study below. Followed by building Development Evaluation System of low-carbon agriculture in Shandong Province, including the existing level of development of agricultural economy development level, agricultural environment and energy consumption, the condition of agricultural workers, and on this basis, use entropy value method for low-carbon level of agricultural development in Shandong Province in 2004-2013.And then grasp the development of low-carbon agriculture in Shandong Province. First, give a brief description for the present situation. Finally, describes the results of the evaluation of the various systems and beds for identify the problems in low-carbon agriculture in Shandong Province. From the perspective of input and output of agriculture, uses the grey correlation analysis method to discuss the restricting factors affecting the development of low-carbon agriculture development in Shandong Province, and on the second part of the evaluation results to identify the main problems in the process of the development of low-carbon agriculture in Shandong Province. Finally according the existed issues, it puts forward some countermeasures and suggestions to improve the level of agricultural development of low carbon in Shandong province.Finally, summarize the research contents and results, and points out the shortages existed in the research, and provide reference for future related research.
