Urban construction land is the basis of urban construction and development. Therapid development of urbanization has brought prosperity to the socio-economic, butalso brought many problems to urban land use, such as: inefficient land use, illegalland use and environmental destruction. China is now in a critical period of reformand development. The problems of urban construction land in the urbanizationprocess need to be resolved immediately. Therefore, it is the inevitable choiceof China’s urban development to promote the intensive use of land vigorously.This paper takes urban construction land in Changchun city as the research object.And according to the dominant use principle, urban construction land in Changchuncity is divided into: living functional areas, business functional areas, industrialfunctional areas, administrative office functional areas, education functional areas andother functional areas, a total of583. Based on functional division, according to theconnotation of the intensive land use of different functional areas, evaluation systemsare constructed respectively. AHP and improved entropy method are used to calculatethe weight of each evaluation index. And multi-factor comprehensive evaluationmethod is used to estimate the intensity score of every functional area. On this basis,overall intensity scores of urban construction land in Changchun city and each type offunctional areas are calculated. For the problems of Changchun urban constructionland use, policies and measures to promote conservation and intensive land use areproposed. This paper obtains the following conclusions:(1) In this paper, urban construction land in Changchun city is divided into583functional areas:265living functional areas,93business functional areas,121industrial functional areas,10administrative office functional areas,61educationfunctional areas and33other functional areas.(2) In this paper, different evaluation systems are constructed for different types offunctional area, which can reflect the intensive situation of urban construction land in Changchun city more accurately. This paper can provide reference on intensive landuse in other cities.(3) The evaluation results of functional areas show: land use types of urbanconstruction land in Changchun city gives priority to intensive use type, followed byless intensive. There are82functional areas of excessive use,240functional areas ofintensive use,161functional areas of less intensive and100functional areas ofextensive use.(4) The overall evaluation results show: urban construction land in Changchuncity belongs to less intensive level. Land use type of living functional areas isless intensive. Land use type of business functional areas is intensive. Land use typeof industrial functional areas is less intensive. Land use type of administrative officefunctional areas is less intensive. Land use type of education functional areasis intensive. Land use type of other functional areas is extensive.(5) Recommendations on intensive use of urban construction land in Changchuncity: Considering the use of status and social and economic development inChangchun, with limiting factors of urban construction land intensive use, theproposals are put forward to maintain the sustainable development of land resourcesin Changchun city from the following four aspects: the use and redevelopment ofstock land should be strengthened to promote urban development from extensivedevelopment to intensive development. Scientific and rational urban developmentstrategy should be formulated to guide the direction of urban development.Supervision and management of land use must be strengthened, and incentivemechanisms of land intensive use should be established. The idea of intensive useneeds to be publicized vigorously, and it is necessary to improve public participationmechanisms.
