Analyses Of Housing Security Expenditure Level In Shanxi Province

Housing is the most basic human rights of survival, but also the basic resources forhuman survival, all countries in the world to respect the human rights of residence, tosolve the housing problem of low-income families and efforts to develop housingsecurity business. In total and the level of China’s urban population rising conditions,countries began to increase housing security efforts to carry out development in2007,shortly after the2011promulgated the "Twelfth Five Year Plan" to guide the nationalhousing security system, China’s housing security obtained a qualitative leap. At thesame time, Shanxi province also focus on the development of the province of housingsecurity, the number of affordable housing and completion of the new construction isincreasing year by year, especially in the "Twelfth Five Year Plan" period, Shanxiprovince plans to start the construction of affordable housing1231100sets. However,the housing security development to the government to provide funds for the foundation,to carry out large-scale security construction and housing investment to financeexpenditure of Shanxi province has brought a heavy burden. But how to ensure housingsecurity development under the premise of reasonable planning for the field of financeexpenditure, achieving moderate level of this province housing security expenditure, isan important problem in the development of Shanxi province housing securityenterprise urgent.The level of housing is a dynamic change process, the research of Shanxi provincehousing security level from a macro perspective on the choice of fiscal expenditure. Thebasis of finishing and study of existing research results of this paper in the scholars’research, first set up housing security theoretical foundation of fiscal expenditure level,and then summarizes the level of housing and housing security connotation of financialexpenditure level, and through the study of the USA and the UK, housing securityexpenditure levels found housing security expenditure the amount of inverted U typedevelopment trend; then around housing security expenditure amount, per capitaamount and amount of expenditure accounted for the total GDP and total financialexpenditure proportion of four of housing security expenditure evaluation index systemand the choice of the influence factors of seven housing security expenditure level; thethird step based on the relevant data of2009-2014years, respectively, analysis ofShanxi Province, central five province and even the country’s housing security expenditure level in Shanxi province and the problems found to do horizontal andvertical comparison, puts forward the related countermeasure and suggestion of thefourth step.The research showed that, the financial expenditure, per capita amount in Shanxiprovince are lower than which of other five provinces in the central, and there is also abig gap with the national average; and proportion of total expenditure in GDP andfinancial expenditure in Shanxi is lower than which of other five provinces in the centraland the national average.This is due to the weak economic foundation, the shrink of the land supply insecurity housing constructions, and the shortage of investment in fixed assets;meanwhile, housing policy changes leaded to fiscal spending to fluctuate, rising ofprices of commercial housing reduced the desire of investment and increased the rate ofhouse ownership of urban population. This article will connecting with the practicalsituation, presents some suggestions countermeasures from the point of Economicdevelopment, land supply, the related policy.
