Study On Improving The Rural Financial System In The Perspective Of A New Socialist Countryside

In the process of our modernization construction, in order to balance urban and rural development, narrow the regional and urban-rural gap, solve problems related to agriculture, rural areas, and farmer, the party’s Fifth Plenary Session of the 16 th Central Committee put forward the proposition of advancing the construction of new socialist countryside and made it clear to push forward the building of a new socialist countryside in accordance with the development of production, affluent life, civilization of rural custom, clean and tidy village, democratic management. The construction of the “new countryside” should be speeded up in the aspects of politics, economy, culture, society and ecology, etc. The ultimate goal is to have the rural areas as the new socialist countryside which has economic development, rich people, decent infrastructure, good ecology, beautiful environment and harmonious civilization. Building a new socialist countryside is an important prerequisite for building a moderately prosperous society in all respects and realizing Chinese dream. There’s no a prosperous society without well-off villages, and there’s no national modernization without agricultural modernization. Therefore, the emphasis and difficulty of building a moderately prosperous society in all respects is in rural areas, and the construction of a new socialist countryside is a comprehensive and systematic project whose task is so arduous that it needs the joint efforts of the whole society, meanwhile, needs the financial support from different levels and various aspects. In this case, nothing can do without the support of the perfect rural financial system.Since the reform and opening-up, with the establishment and perfection of the socialist market economic system, the financial industry has achieved fast development because of proceeding with innovation of the financial system, but it has still some problems that financial development among regions cannot be balanced, the characteristic of financial dual structure in urban and rural areas is obvious, rural finance is marginalized severely, and suppression phenomenon of rural finance is more serious, to a certain extent, which influences the progress of the construction of a new socialist countryside. The construction of a new socialist countryside is a long-term and systematic project, so the whole society must co-operate closely. And financial capital is the most important driving force for rural economic development, rural economic restructuring and industrial upgrading. Thus, to realize the goal of the construction of a new socialist countryside, finance must play a more critical role, among of which the most important thing is to establish and improve the rural financial system. This paper is based on the goal of the construction of a new socialist countryside, analyzes the current situation of our rural financial system, and puts forward some advice on building the financial system of a new socialist country in combination with the experience of the construction of the international rural financial system.This paper analyzes and researches the improvement of the rural financial in the perspective of a new socialist countryside, is based on the basic principles of Marxism, rural finance and the construction of a new socialist countryside, and uses some research methods, such as questionnaire, literature research and field research. Focusing on discussing the relationship between the construction of a new socialist countryside and rural financial system, it emphasizes that the construction of a new socialist countryside can do nothing without the support of the perfect rural finance. This paper states the transitional process of our rural financial system, analyzes some problems existing in rural system, and puts forward the strategies and proposals on how to make our rural financial system perfect in four aspects---system of rural financial policy, system of financial organization, system of financial supervision and controlling and risk protection system, in order to promote the construction of a new socialist countryside.
