A Study On The Optimized Path Of Entrepreneurship Policy For The Migrant Workers Returning Hometown

China’s economy has entered a period of new normal. During the NPC and CPPCC sessions, premier Li Keqiang pointed out that we should make “mass entrepreneurship and innovation” into one of the “double engines” capable of lifting the Chinese economy up. However, the practice demonstrates that starting business is unusually difficult. It will be a lot harder without helps from governments. In recent year, due to the international financial crisis, the migrant workers returning hometown are joining the ranks of entrepreneurship.Research shows that compared with university students, the migrant workers returning hometown as a special entrepreneurship group, the support of governmental policy they received is seldom. Government departments at all levels have put forward a series of policies to this problem, however, their operability and effectiveness are questionable. This paper is taking the optimized path of entrepreneurship policy for the migrant workers returning hometown as research object, and it is aimed to find out the problems and design the optimized path on entrepreneurship policy.First, this paper starts with macro analyzing the entrepreneurship policy for the migrant workers, and gets a summary about the characteristics of the entrepreneurship policy for the migrant workers returning hometown. Also, this paper uses the Jiangxi province as an example to illustrate the characteristics and defects of the entrepreneurship policy for the migrant workers. Second, this paper evaluates the effects of the policy with the methods of questionnaire investigation and interview from three aspects which are the migrant workers’ opinions or attitudes on what do they know about the policy, what do they think about the government execution and what do they want about the policy appeals. On this basis, this paper makes a comprehensive evaluation on entrepreneurship policy, and it is concluded that the policy has the following problems: the design of the policy is unscientific, the execution of the policy is ineffective and the environment of the policy is unsatisfactory. And this paper makes an analysis of the causes of these problems. Finally, we design the optimized path according the comprehensive evaluation on entrepreneurship policy. The optimized path is “formulating supportive policies regularly, strengthening the supervision of the supportive policies, building the superior policy environment”, and we propose the optimized contents.
