Retail market in China has been opened to the public since December 11, 2004, which appeals many foreign retail enterprises to do their business in China. Due to the huge consumption potential and good market environment of Chinese retail market, the foreign retail enterprises have speeding expansion which brings a strong competition pressure for our domestic retail enterprises, so the analysis of foreign retail enterprises’ business strategy in China and provide the sustainable management advice for domestic enterprise is very necessary.Based on the qualitative and case analysis in the paper, we can get the theory framework of foreign retail business’ strategy firstly, then we selects three management strategies in China of TRU for our analysis, they are initial motivation,entry mode and operating state. At last,we get our conclusions:(1) the initial motivation of TRU in China can be divided into the following two aspects:Firstly,the Chinese retail market gives a great opportunity. TRU brings its corporate culture which is formed for many years in the United States,this is TRU’s specific advantages, which becomes the basis of its overseas expansion. Secondiy, TRU has formed a specialized and systematic management mode, it makes it with local characteristics in China.(2) TRU group inc in China into the pattern as follows:the first is the expansion mode of TRU is the wholly-owned branch type, it makes its implementation of total control of the business, at the same time this mode can deep it’s the brand influence in China; secondly TRU also has received high control requirements by multiple paths to get sustainable development.(3) TRU chooses its operating state in China like followings:First of all, TRU makes its business scale through franchising,this stata can form a unified management type to joint relative dispersion of stores across the country. Secondly, TRU identify customers and find accurate market positioning, considering the different consumers’ spending power and consumption time difference, TRU different formats and industry combined to make a reasonable business strategy in China.
