Research On The Compensation Of Land Expropriation Concerning With National Construction Key Projects

Land-expropriation is very important systemic project, it is concerning with development of the economics and the foundation construction of our country, it also has dramatic beneficial to the Land ex-proprietor, large influence to the society for the future developing. Recent years, especially in territory of XINJIANG Production and Construction Corps(PCC), the national investment construction key projects are being processed systematically and vigorously, this definitely bring us a lot of advantages on the Land-expropriation in XINJIANG. During the process of land-expropriation which basis on the using of land requirement, Land-expropriation cannot be avoid the disadvantages and unexpected issues, for example, as non-standardization procedures in Land-expropriation, unreasonable of compensation criterion of land-expropriation, etc. These problems not only aggrieve the ex-proprietor emotion and infract their benefits, but also one of the main reasons which generates the mass disturbances, subsequently, it brings society inconsistency to the territory where the key projects under the construction, and stunt the economics growing with country development, that is an undesirable drag onto the steps of forward developing. Hence, the program of research on how to make the reasonable standards for the compensation, is very important for solving the problems of unbalance of compensation of land ex-proprietor, protect ex-proprietor’s benefits, keeping the farm on steps of stable developing after land-expropriation, etc.This article focus on the situation of Land-expropriation as national construction key project especially in territory of XINJIANG production and construction Corps, analysis basis on the compensation after land-expropriation which aim as the construction of railway, highway, road and energy resource projects, from the analysis, we found several issues which are the compensation level is quite low and standard of compensation is monotonous and so on, against on those problems, we have relative solutions which are establish a more consummated compensation system, make a reasonable land-expropriation standard. Multiple approaches for solving compensation problems, make a more effort on monitoring the compensation system, etc.
