Human resource is regarded as the first resource in the era of knowledge economy, is an essential resource for the survival and development of enterprises. Since entering twenty-first Century, with the deep development of economic globalization and knowledge economy, international competition more and more focuseson knowledge and talent. Facing the perplexing environment and increasingly fierce industry competition, scientific and standardized human resources management has become an important means to enhance the core competitiveness of construction enterprises. China’s construction enterprise existing reserves of talent and technology level, compared with developed countries, there is a big gap. Therefore, in order to win the game in the same industry, construction enterprises need to change the existing human resources management mode, to adapt to the changing situation..Combining the actual situation of Huatong Highway Engineering Company (hereinafter referred to as Huatong company), the paper will carry out a diagnosis and analysis of current performance management system of Huatong company.Next, it will adopt related performance management theories and methods to optimize the original system from five aspects of thesetting of performance management organization and management personnel, evaluation index system and evaluation standard, performance appraisal, appraisal results and its application and assessment complainton the basis of the diagnosis and analysis of the existing performance management system of Huatong company, establishing a strategic-oriented performance management systembased on key performance indicators. It is hoped that to solve some practical problems of enterprise performance management process, to achieve the dual requirements of organizational strategic development and employees competency improvement through this optimal design.
