Since reform and opening up, Chinese economy has developed rapidly along with the expansion and improvement of the economy. Industrial structure transformation is an unavoidable economy process and an insurmountable economy development stage. The rapid economic development of China has brought energy tension and environmental pollution. The task of structure adjustment and structure optimization becomes more urgent and cumbersome. It is a stage that Chinese economy could achieve development only through restructuring. Inner Mongolia has abundant resources including coal, oil and gas. Under direction of the "three-high and one-low" traditional development mode, the sustainable economic progress of Inner Mongolia is seriously hindered.In this paper, it took Inner Mongolia as an example. Based on the purpose of energy saving and emission reduction, it took industrial structure as the breakthrough and study on how to realize low carbon development in Inner Mongolia. On the basis of summary the previous, researches, first of all, this article used the statistical data to analyze the current development of the industrial structure in Inner Mongolia, especially the changes since reform and opening up. Further, paper analyzed the industrial distribution within three industry. Through deviational range of industrial structure and similar coefficient, the rationalization and high degree on the industrial structure in Inner Mongolia was determined. By considering energy consumption per unit GDP, energy consumption elasticity coefficient and elasticity coefficient of electricity consumption, this paper analyzed the condition of energy efficiency in Inner Mongolia. And it organized nearly a decade of carbon emission data in order to calculate the average carbon emission coefficient of Inner Mongolia. Finally, it used unit root test model and co-integration test model to analyze the relation between the energy consumption and the added value of three industries in 30 provinces and municipalities. This paper got the ranking of three industries" energy consumption in Inner Mongolia and the ranking of Inner Mongolia industrial energy consumption China.By using the quantitative method, it established the multi-objective optimization model which suited to the industrial structure optimization in Inner Mongolia, and the objects included economic growth, full employment, energy conservation and carbon emission. Under three scenarios which included eleven schemes, this paper simulated the industry structure of Inner Mongolia in 2015 and then compared with that of 2010.Meanwhile, it analyzed the sensitivity of different goals in the second scene. Through the analysis of schemes with different weights, it reached a decision that multi-objective optimization can achieve the coordinated development of economic growth, full employment, low energy consumption, and low carbon emission in a variety of constraints. Based on the above analysis and research, it put the industrial restructuring into five layers which is the support layer, engine layer, protection layer. And then this paper put forward countermeasures of development for the different layers.
