As the energy consumption and pollution emissions leader, the energy saving and emission reduction of transportation industry has also been a concern of the whole society. Currently, the works of the energy conservation and emission reduction in China also has obvious problems and deficiencies. The management system is not perfect, the laws and regulations are not comprehensive, lack the emission statistical indicators and unified management, of which the most outstanding problem is the unreasonable freight structure, then to achieve the transportation emission reduction targets need a long way to go. Therefore, it is very essential to study transportation development under the premise of energy conservation.Hubei Province is located in the middle of China, especially in the key position that can connect the east and the west, the north and the south, so it has the outstanding traffic location advantages. Moreover, Hubei Province is in the center of the whole Yangtze River Economic Belt, it is an important foundation to achieve the nationwide regional division of labor and collaboration, East-West economic cooperation and South-North economic exchanges. What’s more, it is an important carrier that plays the important task of central China rise and realizes the develop-the-west strategy. So, optimizing the freight transport structure of Hubei, this is in beneficial to enhance regional freight traffic level, to improve the overall efficiency of the regional freight system, then to satisfy the fast-growing freight demand. Last but not least, reasonable freight transport structure of Hubei has important and far-reaching significance to achieve integrated transport system.Based on the study in the freight share structure and influencing factors, this paper treats to realize the goal of energy saving and emission reduction for Hubei Province as a starting point, using the utility maximization as the goal function, energy consumption and carbon dioxide emissions as constraint conditions, After then, setting up a freight share structure optimization model of Hubei province based on the energy conservation and emission reduction, through the use of the simple method to find the solution to the model, get the optimization research on the freight share structure of Hubei based on energy conservation and emission reduction, Finally, putting forward the corresponding measures and suggestions.
