Report of the Seventeenth Party Congress has pointed out that China's future economic development should emphasize on enhancing resource conservation and environmental protection, strengthening the capacity for sustainable development. This is an important policy advanced by our party based on exploring in-depth and comprehensive mastering the basis of economic development rule. Energy conservation and pollutants emission reduction (ECPER) is the China's development strategy of transformation of economic development, is also an important way to change the government assessment system and to bring about regional economic harmony. Since the reform and opening up, economic construction in Zhenjiang City has made tremendous achievements. Constantly adjusting the industrial structure, forming a local characteristics of the industrial structure in Zhenjiang City, promotes regional economic development. However, the potential for economic development in Zhenjiang is increasingly constrained by the environment resource, energy low-efficiency, irrational structure of energy consumption, and environmental pollution.The topics is based on the background of adhesion to the scientific concept of development, adhesion to a basic national policy of saving resources and environmental protection, to build a socialist environment-friendly society, to promote the harmonious development of regional economy in Zhenjiang City, and is also based on the theories of economy, industrial economy, and the scientific definition of ECPER, industrial structure and development strategy of transformation of economic development, is to demonstrate the great significance of the current energy conservation, industrial structure and transformation of economic development mode in Zhenjiang City, and make further study on the correlation between ECPER, industrial structure and development strategy of transformation of economic development in Zhenjiang City. The topics clings to the actual situation of Zhenjiang, to analyze the economic development situation, industrial energy efficiency, and measures of pollutants reduction, to analyze the impact of industrial structure changes on energy efficiency and reducing emissions, to reveal the shortcomings and problems, and the factors that block Zhenjiang energy conservation and industrial structure optimization. Finally, based on these deficiencies and problems, and the SWOT analysis way, the topics proposes that ECPER should be combined with the regional industrial structure changes,to propose the measures on ECPER and regional industrial structure optimization, to point out that the way of industrial structure adjustment should be based on the principle of resource conservation, to strictly control the high energy consumption and high pollution industry, to develop hi-tech industries, to take a new road to industrialization with scientific plan, and to develop the tertiary industry in the new industries and modern services actively.
