Wind power for its environmental protection, energy saving, low cost, huge economic and other features make it the development rapidly in China in recent years, also contributed to the rapid expansion of wind power equipment manufacturing industry.But the expansion also brings a series of problems such as technological innovation capability is not as high, industrial chains unreasonable, product quality substandard,serious problems with the sustainable development of wind power equipment manufacturing industry. This paper evaluation wind power equipment manufacturing industry technological innovation capability, provide a theoretical basis for the development of wind power equipment manufacturing industry technology strategy development and related policies.First, explained the current situation of China’s wind power equipment industry is facing, summarized the main problemof the wind power equipment industry is technological innovation capability not high and innovation policy mechanism is not perfect.Secondly, based on wind power equipment manufacturing technology innovation ability factors, combined with index selection principle, then use eight level indicators and twenty-five second-level indicators together to build an electrical innovation index system technology of wind equipment manufacturing industry,the level indicators are ability of technological innovation resource inputs, ability to support technological innovation, technological innovation decision-making ability, technological innovation dispersal ability, technological innovation manufacturing capabilities, technological innovation environmental capabilities, ability of technological innovation resource outputs and chnological innovation market structure. Proposed wind power equipment manufacturing industry technological innovation capability of the two models to evaluate, which are the model based on an integrated relationship right order and entropy weight and the comprehensive evaluation model based on fuzzy theory.Thirdly, use comprehensive evaluation model to evaluation wind power equipment manufacturing industry technological innovation ability, showed that the current technological innovation capability in general, there is still essential to improve.Finally, the comprehensive evaluation of the results, combined with current situation of equipment manufacturing industry which is China’s wind power is proposed to adapt to our country and to improve the electrical equipment manufacturing industry technological innovation capability of China’s wind proposal, which are build a technological innovation system, strengthen the reserves of wind power equipment and technical personnel, nurture wind power equipment manufacturing enterprise innovation culture and improve intellectual property protection system.
