Research On The Bidding Management Of 2×300MW Project Of Caofeidian Power Plant

In the construction market which is becoming increasingly active, the bid has become an important way to optimize the allocation of resources and achieve the survival of the fittest. The bidding system for the development of the market economy in China has played a positive role, especially in the electric power construction project. With the development of economy, the demand for electricity of China is raising and the investment of electric power construction is increasing continuously. Among them, the bid of power grid construction project needs a large amount of money, and it is so technical. The scientific and reasonable bidding management has a great influence on the implementation of the project, and even is related to the success or failure of the construction project. In addition, the rapid development of power construction project also makes the bidding laws, regulations, policies and regulations of China faced the impact and challenge from bidding market. Therefore, it is has an important practical significance to research the electric power construction project by the theory of construction project bidding management.In this paper, bidding management studies of the construction project at home and abroad are reviewed firstly, the research status of domestic and foreign construction project bidding management is summarized, and the application of bidding management in power construction projects is analyzed. Secondly, the related theory of the bidding management of power construction project is introduced to provide theoretical support for the following research, including the basic concept, the characteristics, bidding means, bidding process, bidding method and so on. Thirdly, the bidding management situation of 2×300MW project of Caofeidian power plant is analyzed from the four aspects of the design bidding, supervision bidding, construction bidding and equipment procurement bidding. The practical problems in the bidding process are summed up. Finally, based on the above research, using the theory of bidding management of power construction project, the bidding management plan of 2*300MW project of Caofeidian power plant is designed, including the whole procedure, bidding means, prequalification and bid evaluation method. Meanwhile, the measures to ensure the smooth implementation of the proposed bidding management are put forward, thereby providing useful experience for the bidding management in electric power construction projects.
