The Research On Performance Evaluation Of Breeding Pool Cooperative In Changji Autonomous Prefecture Of Xinjiang

Grassland animal husbandry has become the key pillar industry for increasing the income of farmers and herdsmen, and realizing the sustainable development of agriculture in China’s vast prairie areas, including Xinjiang. But in the process of its development, the contradiction has become more and more prominent between grassland ecological protection and the income of farmers and herdsmen, and then there are many new problems exposed. Thus, the sustainable developm ent of grassland animal husbandry is drawing people’s attention, and we are trying to find various innovative solutions constantly. Among these solutions, the cooperatives of diversified forms that established independent ly by farmers and herdsmen in pastoral area have become important forms. Under this background, Changji autonomous prefecture of Xinjiang with characteristics of combination with the agriculture and animal husbandry has set up the breeding pool cooperatives firstly in 2012, and has achieved init ial results.So how to evaluate its operation management situation with the development of the new type organization mode comprehensively and objectively is becoming particularly important, and it will has an important practical signif icance to have a scientific performance evaluation system.This study made use of theories such as marxist economic cooperation theory, transaction cost theory, property rights theory, industrial organizat ion theory and the system innovation theory firstly, discuss ed the essence of cooperative system character, and analyzed the form reasons of the cooperatives.Secondly, this study expounded development situation of the breeding pool cooperative from several aspects such as the background, organization and management mode, creation type and prelim inary achievements. On the basis combined with the actual operating conditions of the cooperative, the study built its organizat ion performance evaluation system prelim inary on the basis of the theory of triple performance. And by using factor analysis method, the evaluat ion system was verified based on the investigative data, and the results showed that the evaluation index system had good applicability. Then, there would be an empirical analys is by extracting 14 breeding pool cooperatives as sample objects, and the results show ed that most of the cooperatives could pass, but there were still many needs to be perfect and had great space to improve, and the performance evaluation also showed certain characteristics of the development. According to the result of the performance evaluation, this research analyzed the various influence factors of cooperative performance, and concluded the main problems faced with breeding pool cooperatives development by the current course. Finally, this study put forward some feasible countermeasures and suggestions to speed up the healthy development of cooperatives: strengthen financial support, increase investment in science and technology, give full play to the advantages of scale, strengthen the management of organization, improve profit distribution and promot the industry convergence.
