Water structure and industrial structure of the regional is an important factor affecting the development, association study and coordination degree and coordination control is of great significance to the overall development of the region, to improve their. Trend analysis of Shandong province 2003-2011 water structure and industrial structure coordination evaluation of historical data, summarized the results of previous studies and according to the actual demand of selecting related index construction of the model, to evaluate the regional water structure and industrial structure coordination degree. On the basis of coordination evaluation model, according to the regional natural water distribution and industrial distribution characteristics for the optimal objective function and constraints, the establishment of a regional water structure and industrial structure coordination control model, and the relevant data of Shandong Province during 2003-2011 empirical analysis, obtained the following conclusions:(1) To the analysis of the relationship between the water structure and industrial structure of Shandong province. The results showed that the total amount of Shandong province fluctuated upward trend, industrial water and industrial water consumption of third continued to grow.(2) On the domestic and foreign existing coordination models are summarized and concluded, through the analysis of the industry structure in Shandong Province, Shandong province 2003-2011 data display, Shandong Province three of production output has been rising; the overall change trend of the proportion of output value, the proportion of the first industry output value decreased gradually; the second industrial proportion in the near future appears fluctuated in a small range, and the fluctuation is not big; the proportion of output value of the third industry showed a rising trend.(3) In the research on regional water structure and industrial structure coordination evaluation, utilization of Water distribution partial optimal degree and Industry conformation partial optimal degree of combined into an index to quantify calculation, namely co scheduling (H). Taking Shandong Province as an example, the calculation and analysis of its industrial structure and water structure coordination degree, Shandong province from 2003 to 2011 basically showed a rising trend, but the water structure and industrial structure of Shandong is still not coordination level.(4) On the basis of physical analysis coordination evaluation model for the evaluation of the results, the coordinated control model to construct the regional water structure and industrial structure. Regional development planning and regional water distribution and the industry distribution characteristics based on the search of optimization, the objective function and the constraint conditions, combined with the optimization algorithm for solving the optimization objective function. The results show that, N=3, H≥0.5 as a constraint condition, the corresponding proportion of water and the proportion of output value in the proportion of adjustment, water, the need to increase the proportion of water industry third industry sector, appropriate to reduce the proportion of the first industry department of water; in the proportion of output value, the need to increase the third industrial sectors, the appropriate the reduction of the first industrial department.
