The contradiction of the coal-electricity industry chain has continued since the last century, and we need the time and a series of reforms and measures to solve the problems. The trading mechanism for the coal industry, the development and optimization of the rules, and the own reform and development of electric power industry have relationship with the future development of the coal-electricity industry chain. The coordinated development of coal-electricity industry chain has an important contribution to the social stability, economic development, environmental protection and resource conservation. Firstly, aiming at the existing problems in the coal-electricity industry chain of China, and on the basis of the detailed literature at home and abroad, this paper makes the definition of concepts and systems analysis to the coordination of coal-electricity industry chain, and builds the influence factors system of the coal-electricity industry chain, and makes the analysis of the operation situation and existing problems of the coal-electricity industry chain.Based on the Stackelberg game model and the analysis of the SCP paradigm, it makes a qualitative analysis for the coordination of coal-electricity industry chain. At the same time, it makes a deeper analysis for the current characteristics, the contradictions and its reason, and the impact mechanism of coal-electricity industry chain in China. The results show that in the current state of market structure, the behavior game between the coal enterprises and electric power enterprises tends to exacerbate contradictions and leads to the decline of the market performance. Only to establish a reasonable benefits distribution mechanism and insist the long-term strategic alliance corporation, can we make the coal-electricity industry chain to operate continuously and stably. According to the research of impact factor system and the qualitative analysis, the paper makes a quantitative analysis of the coal-electricity industry chain, and builds an evaluation index system of coal-electricity industry chain coordination. In view of that each indicator is not mutually independent, the paper will select the analytic network process(ANP) to determine the weights, which is more reasonable to reflect the dependencies between the elements within complex system. After a comprehensive evaluation, we conclude that the level of coal-electricity industry chain coordination is general, and the development capacity needs to be further improved.According to the qualitative analysis and quantitative analysis, and based on the characteristic of complex systems, we put forward some optimization strategysuggestion to promote the coordinated development of coal-electricity industry chain from four aspects, which are coal-electricity trading, coal-electricity energy saving,environmental costs and systemic reform. In order to promote the coordinated development of the whole industry chain, we should be focus on its internal relations and external links.
