The Issues And Measures Of The In Situ Urbanization

Urbanization is the historic mission of China ’ s modernization construction. The strategy of new-type urbanization complies with the transformation of the urban-rural relation and the transition of social structure, and it has become the key point of China ’ s economic development. The in situ urbanization of rural areas, as one of the new-type paths to urbanization, conforms to China’s national situation and is with Chinese characteristics. As the solution for solving the latent dangers in traditional urbanization, in situ urbanization is the intrinsic demand of urbanization’s nature and the transitional development of rural China. It is an essential way to balance the development and realize the integration of urban and rural areas.Guided by the Scientific Outlook on Development, by using the method of combining theory and practice, and based on theories such as the Marxist urban-rural relation theory, the concentration-diffusion theory, the“bottom-to-top” rural development strategy, the new-type urbanization theory and grey zone theory, this thesis analyzes the feasibility and possibility to promote the in situ urbanization of rural areas. It further concludes the practical exploration and experience at home and abroad in terms of the in situ urbanization of rural areas. Based on Wenzhou, this thesis reviews the development of rural Wenzhou’s in situ urbanization and the factors that affect it, and elaborates the development status of its in situ urbanization. Therefore, some outstanding issues are discovered,including the extensive development pattern, the to-be-optimized industrial structure and the uneven distribution of basic public services in urban and rural areas etc.On this basis, specific suggestions and measures are also put forward, including establishing the development concept of new-type urbanization, adjusting and optimizing industrial structure and facilitating the even distribution of public service in both urban and rural China. As the new-type path to urbanization, in situ urbanization integrates the urban and rural areas, benefits to the people, saves resources, creates a pleasantly ecological environment and adjusts measures to local situations. Thisnew-type path to urbanization enables the rural people enjoy a lifestyle that is with both urban and rural characteristics. This thesis exerts crucial importance upon the theoretical and realistic study of promoting new-type urbanization in China and achieve the integrative development of both urban and rural areas.
