Human resources are the most valuable resource for the joint-equity commercial bank and its modernization always seem as the modernization of people. Modern information technology, network technology, engineering technology and management methods widely used in the operating field of the joint-equity commercial banks, so that the knowledge and intelligence become the most important management factor of commercial banks, an important part of human resources, and gradually replaced the role of stamina and skills in the commercial bank. The competition between the joint-stock banks was largely reflected in the competition of human resources. Who can attract the best talent, who will win the competitive advantage in the future. Therefore, the strengthening of human resources and cost management is the key to enhance the competitiveness of joint-equity banks.Starting from the status and problems of joint-stock banks cost management of human resources, we then constructed the system of cost management of human resource in order to achieve problem solving, optimization of human resource costs and realize the value of the asset value of human. Finally,we set an example like PF bank to verify the system of cost management of human resource, and then draw the following conclusions:1, Reasonable cost of human resources should be invested with the increase in the per capita net income and growth faster than the per capita cost of human resources, so as to achieve the high salaries of employees, the bank high profits and low-cost human resource’s cost management structure, which play an important role in increasing employee motivation and creativity and enhancing the profitability of banks; 2, From the longitudinal comparison, the per capita cost of human resources is lower than the per capita growth rate of value added,per capita growth rate of revenue and total cost, from the horizontal comparison, consuming the cost of human resources to create the same added value should be inferior to the average level of the banking sector. Only through the longitudinal and horizontal comparison,can we judge the reasonable cost management of human resource. If there are a lot of unreasonable factors, you need to find out the problems of cost management of human resource and propose the measures of optimizing and controlling the cost of human resource.Optimizing human resource costs and realizing the value of human assets is the starting point and goal of this study and the system of cost management of human resource commenced around this core. Strengthening the management of human resource, optimizing human resource costs and improving efficiency in the use of human resources are benefit for joint-stock commercial banks to reduce costs, increase revenue, improve the competitiveness and guarantee sustainable development.
