The Study Of Forest Carbon Sequestration Policy Based On Carbon Sequestration Subsidy And Carbon Tax, Whose Impact To Forestry Economy

Chinese government attaches great importance to the role of forestry in response to climatechange, and take corresponding measures. Therefore, through the quantitative study, this studypoints on the effect of carbon sequestration policies under different carbon price on forestryeconomy. It’s important and useful to tack climate change and promote the development offorestry.This study builds a computable general equilibrium (CGE) model objected on forestry,using the2007Chinese input-output data, under the different carbon price scenario, to simulatesthe effects of forest carbon sequestration policies on forestry economy, which containing carbontax and carbon subsidies. The main research process and conclusions are as follows：(1)This study summarized the research status of forest carbon sequestration and domesticcarbon sequestration policy, which under the background of Chinese forestry current situation anddevelopment planning, and introduced the forest carbon sequestration policies and forest carbonsequestration CGE model.(2)Basing the computable general equilibrium model, improved the single country standardstatic LHR model to the establish forest carbon sequestration CGE.(3)Basing the “2007Chinese input-output table”, and combined with the "2008Chinesefinance yearbook""2010Chinese Statistical Yearbook""2010Chinese forestry statisticalyearbook",this study build a2007China economic social accounting matrix with3productiondepartments,3kinds of products,2kinds of elements,1kinds of enterprise,1residents,1government and1foreign department.(4)The main results are summarized as follows: When carbon price is low, theimplementation of the policy make forestry output increased, forest products price rise. When thecarbon price is high, the carbon tax will play a main inhibition effect, output and priceswill decline. With the carbon price unceasing rise, added-value be falling, prompting productionfactors flows to other industry. For carbon sequestration policy implementation, there isa reasonable carbon price range bound.(5) Different from the traditional understanding, it isn’t the higher carbon price the better forforestry.(6)According to the simulation results and the actual situation of Chinese forestryeconomy, put forward policies and suggestions which can promote Chinese forestry economicdevelopment.
