Trade liberalization and economic globalization, markets, business competition is increasingly fierce. In the competitive environment of the vagaries of the many companies realize the importance of strategy. However, today for control of strategic management research is still weak. Lack of strategic management control consciousness, the low level of management control, enterprise strategy will not fall to the ground, part of the enterprise development and strategic derailment, strategic plan is on the shelf. This is formulated not to perform, to a certain extent, restrict the rapid development of large enterprises. In the face of this dilemma, strategic management control flow concept arises at the historic moment.Construction of enterprise strategy management control flow framework, is a complicated system engineering, is an important tool to guarantee the enterprise strategy implementation, maintain the sustainable competitive advantage. This paper takes the enterprise strategic management control flow as the research object, using the management control theory, management theory, accounting theory and other disciplines theory to study it deeply, construct a sound and effective strategic management control flow of the basic framework in theory, before can give enterprises in the new environment in a strategic convergence an effective strategy execution tool, and provides helpful guidance for the future control work of enterprise strategic management.This article in the research flow, the classic management control flow based on the proposed Anton, new strategic management control flow: first on the strategic planning, strategic goal will be the general decomposition of growth period, interim and annual strategic objectives; then using balanced scorecard four dimensions as the foundation, combined with KSF, KPI thought, construction strategy control index system; strategic management based on the index system, financial budget and strategic management together, forming a strategic management of overall budget. Through the strategic achievement evaluation strategy implementation stage in the flow of comparison, deviation strategy implementation and strategy goal, deviation analysis of reasons, ultimately determine the direction adjustment strategy, budget, personnel, in order to realize the control of the management strategy implementation flow. Due to the strategic management flow affected by the environment, changes in the implementation flow will not regularly, the last chapter of this paper introduces the organization structure, enterprise culture, information system, human resources four security factors, in order to enhance the stability of strategic management flow.Compared with the existing research results, this study has the following characteristics: 1 put forward a strategic management system, relatively complete control flow; 2 constructs a performance evaluation index system of strategic management control; 3 is also to a certain extent the development or perfection of the application of BSC theory, combined with KSF KPI, theory, the Balanced Scorecard theory to the performance evaluation stage of the strategy, in the evaluation method is a kind of innovation.
