In today’s world, globalization trend, domestic and international market environment has changed, the competition between enterprises is becoming more and more intense. It not only shows in strategy, products and quality, but also in service and price. However, in the final analysis, the competition essentially shows in management ability and talent cultivation ability. Subordinated to Dongfang Turbine Co., Ltd., Resin Business Division benefits historic opportunity from the growing of power generation equipment manufacture enterprises, on the other hand, it is limited by the management system of state-owned enterprises, lack of inner mechanism and energy. In the face of the fierce market competition, improving the interior management ability is the only way to keep sustainable development. Distribution incentive mechanism is the most important basic management and core platform within an enterprise. Only propelling the whole performance management can we efficiently arouse the enthusiasm of all stuff, thus promoting the development of Resin Business Division.The paper is based on the current situation of performance management in Resin Business Division, through literature to master the theory and application of performance management comprehensively. Analyze the performance management implementation situation in domestic and foreign enterprises; combine the realistic environment of DTC and Resin Business Division to find out the existing problems. The paper also adapts enterprise management, strategic management, human resource management, incentive theories as well as site survey, empirical study and so on.The paper takes theory research as foundation; start off from the vision, aim and strategic planning, arranging the division’s key KPI, exporting each department’s, group’s and staff’s KPI to set up a scientific KPI system. On this basis, through the circulating operation of establishment of performance target, performance communication and tutor, performance improvement and application, the division aims at setting up an efficient performance management mechanism, thus urging enterprise establish performance driven mechanism internally, improving management ability, talent cultivating and realize benign interaction of industry development. Finally draw a conclusion to the whole paper and reach own opinion and conclusion.
