Mobile Group SC branch company is the twenty-first company of China Mobile Group SY Institute, which was found April, 2000. Its communication network covers all townships and administrative village in four counties and three regions, it sets up eight branch companies in country area level and the branch company can set up different amount of marketing center according to its own developing condition.GY company once tried out one kind of management modes which is based on its previous cooperative business hall, The management mode of rural marketing center, expanding the local market is responsible by rural marketing center, In order to standardize the management of township marketing center, a set of work standards is established. Improving work efficiency and work continuity, the optimization project of town ship marketing center is proposed. All aspects of the internal management of township marketing center are concerned, which contains multiple administrations in GY company. This paper attempts to using theory and methods of project scope and schedule, study of project management process in the marketing center form scope and schedule deeply, which optimize the management mode of the marketing center for the township to provide solutions to optimization project of marketing center, while promotion of future multi-regional marketing centers township project has some reference.In the aspect of the scope management of the project, this paper deeply analyze the scope management present situation of township marketing center optimization project and existing problems of the GY company. In order to bring out the best of each individual on the team, we combine the actual situation of this project, apply the theory of organizational structure choice in the project management and choose suitable organization structure form for rural marketing center optimization project. We also design operating range of the marketing center manager, representatives of the market and customer manager and assistant project team members respectively, and made the working content of each project team members very clear. All of this has laid the groundwork for the future study.In terms of schedule management, this paper combines the characteristics of the rural marketing center optimization project. During the implementation process of this project, we adopt the method which combines "the work breakdown structure" and "Bar Chart" together. According to the basic principle of WBS decomposition and the actual situation of this project, the author breaks down WBS into multiple stages, and makes work content in different stages of the project. The author also ranks it based on the relationship between the activity and estimate the time of this project and sets up milestones of the project and prepares network diagram of the project, and manages project schedule scientifically and effectively.
