Researching and manufacturing aero-engine including its derivatives, E company aims to be the backbone of aero-engine enterprises; the outstanding supplier for aero-engine and gas turbine around the world; the well-known manufacturers and facilitator in aero-engine derivatives industrial power system. The value orientation of adhere to market-oriented promote E company’s development effectively under the economic globalization and global marketization. The rapid development request higher requirement for each management system, there are some maladjustments and inharmonious in financial management system, they are expressed in all aspects(e.g. comprehensive budget, cost management, internal controls, informatization, team construction and so on). Only drive the innovation of financial management system can ensure company’s strategies implementation. Among financial management system, accounting team is the key, comprehensive budget and financial informatization are methods, cost management is foundation, internal controls is security.Starting from the theory IBSC(Integrated Balance Score Card), this text point out the close relationship and effective fusion among IBSC, strategic management,value management and financial management system. it has a positive effect on solving key problems and promoting the development of enterprises. Through deep analysis for financial management of E company, it indicates that only work with practical innovativeness can value to be realized. financial management must close around company strategy combine. Building a new financial management mode targeted at company key performance, financial department key performance and other related departments’ requirements and expectations. Through the study in this paper, proposing the solution specifically, establishing the financial management system upon the IBSC. It is a balance of cause and effect between financial index and non-financial index, it can achieve the changement from rules management to scientific management. Through the process, department and staff should clear the driving factor which realize company’s target and value, then they can find the direction and work hard, if so, they will continually promote the value created ability with highly execution and consciousness of innovation so that the financial management will better serve for enterprise development strategy.
