Activities of establishing Garden City are held around china with the increasing acceleration of urbanization today. From improving the city functions and improve the image of the city to start, the Ministry of Construction has placed people first, In this development environment, garden greening and flower cultivation must be an integral part of city construction and the lives of local residents, and the market prospect is promising. The program of East company, with the ability of green seedlings, flowers and plants planter, is located in Dongshu town of Ningyang country. Nursery stock and flowering plant is the key developing dominant, but has the features of small-scale, low-tech, low added-value and low productivity of economy. Planting seedlings with criterion in this program is beneficial to improve the technology of seedling production, raise production and quality of seedlings, and thus improve the efficiency of the economy, which has important implications for cultivating nursery stock and flowering plant, promoting industrialization and developing local economy.On the basis of analyzing the theory of investment returns, this paper analyzes the feasibility of this program. After knowing the situation of Dongshu town of Ningyang country, this paper analyzes the advantage of the program and has a clear idea about the program’s market conditions. Finally, the thesis analyzes the program from three aspects of economic efficiency, social benefits and ecological effect, overall evaluates investment results of the project, and draws conclusions.
