The Feasibility Study On The Construction Of Flowers And Plants Industry In Hunan Province Using World Bank Loan

Since the reform and opening up, the flowers industry have been expanded, and it has got a high speed and efficiency. The employees are increasing year by year. Urbanization’s speeding up, the transformation of the city and the constructions of small towns as well as highways all provide a broad prospect for the flowers industry. As a bonsai nursery stock base in Hunan Province and the National Seed flowers wholesale center, combined with the geographical advantage conditions, the flowers industry in Zhentou Town has developed rapidly. Due to the production and management in a state of the small-scale peasant economy, the flowers and plants industry in Zhentou Town do not form a complete and effective marketing system, which leads to the disorder of market competition.The Government of Hunan province decided to organize the implementation of the construction of rural economic comprehensive development demonstration Zhentou Town using the World Bank loan project.Firstly, the theoretical analysis on the development status of domestic and foreign flowers and plants industry were reviewed, detailing the method and content of the feasibility study as well as the relevant policies of the World Bank loan. Then the construction address, construction planning and construction goals of demonstration projects are summarized analysis, combined with current demand and market prospects for the development of flowers and plants industry, detailing the feasibility analysis of the necessity of the implementation for the project. From the way of investment estimate and financing plan to start the project, the project conducted a detailed analysis of the financial benefits, combined with feasibility and risk-resisting ability break-even analysis and sensitivity analysis in comprehensive evaluation project on the economy. Finally, analyzed the project’s potential risks and proposed preventive measures, summed up social assessment of the project.This article aims to combine theory and practice, tries to promote the adoption of effective solutions by analyzing the feasibility on the construction of the flowers and plants industry, to promote the comprehensive development of the rural economy and accelerate the development of new socialist countryside construction, in order to accelerate the development of agricultural industrialization in Hunan province create good conditions to further promote agricultural modernization process.
