Entering the 21 th Century, Chinese financial industry especially banks have substantial and steady development, China’s economic reform is deepening, the financial industry becomes more and more open to foreign countries, the banks have wide development scope and bright future.However,China’s economy downwards under "the new normal", the growth rate has slowed down significantly, in the complex domestic and international macroeconomic situation, facing the fierce competition of foreign and domestic banks, China’s commercial banks need to meet the enormous pressure and challenges. Commercial banks should improve the operating level, improve the management mechanism, the ability of innovation, strictly control the risk, and enhance their core competitiveness. Performance management as the core of the internal control of commercial bank management, is very important to the daily operation and long-term development of banks, how to optimize and design the process is the problem which the bank managers need to solve.This paper studies the performance management of C bank by the tool of the Balanced Scorecard.Firstly,expoundes the theory of performance management and balanced scorecard to provides a theoretical basis for subsequent study. Secondly, summarizes the various of the problems by the use of questionnaires, interviews of staff on performance management. Then analyzes the reasons of these problems combined with the development strategy, raises the improvement and optimization measures to design the scientific and effective performance system based on the Balanced Scorecard.Finally, from a practical point of view, raises the guaranteed measures of the performance management system to in line with company expectations and make it meet the development needs of Chengdu branch at this time.The results show that the Balanced Scorecard enables operators to improve the overall level of Chengdu branch, and enhance the core competitiveness,obtain long-term development in the fierce competition in the market.Of course, this requires everybody’s cooperation,active participation and in connection with the strategic objectives and the actual situation of branches. This paper aims to propose a optimization program for performance management,also hope to provide good ideas and methods for other commercial banks on performance management.The paper analyzes the shortcomings of the study and proposes vision for future research at the last chapter.
