As the researching deeply of the new way to manage called project management, more and more enterprises and researchers noted that "person" as the main body in the project management is pretty important. How to adopt reasonable way to motivate project-team-members to play the ability and potential, and improve the work performance of members and team, is becoming an urgent problem to solve in the process of project management.Chongqing A planning and design company(here referred to as A company in after) is a comprehensive design institution and consulting professional high-tech company which make urban planning, construction, tourism planning and design as the leading industry. A Company, founded in 2007, adopts the project management as the basis of operation mode. Its business types include the city planning and urban design, architectural design, landscape design and other P&D categories. In recent years, with the increasing of company scale and the continuously improving of production capacity, A company has emerged problems gradually in the project personnel salary and incentive management. Project members have lacked of work motivation and enthusiasm and good-personnel-loss have been serious, which have affected the project operation and project quality ultimately. How to establish an effective compensation and incentive system which fully considering the particularity of human resources management for project members and controlling costs at the same time, have becomed the urgent problem to solve in the process of project management in A company. To this end, the author makes HuaLi urban planning project that A company have been undertaking as the research object, and designs the project members’ comprehensive compensation and incentive system.On basis of questionnaires and in-depth interviews, the author undertakes the design work to solve the spotlight problems reflected from the survey, just like pay benefits, career development, staff training. We hope to in a short time adjust the Pay and Benefits structure without increasing the total labor costs, in order to incentive project members, attract and retain talents. In c&b re-design part, from two aspects of the project and personnel, scheme gives full consideration to the project value, project performance and employee value, employee ability and actual performance in compensation; The compensation level also refers to the market salary data, ensure the justice in internal and external organization; Scheme further enriches the benefits form and content; To cultivate the project personnel, the use of tutorial system mode, pays more attention to the staff’s performance of emotions and the guidance in whole process, it also can meet the project staff’s needs for improvement of ability and organization care; In terms of career development, scheme includes a set of detailed and targeted promotion evaluation standard which employee promotion can follow. Re-design scheme considers the particularity of personnel compensation and incentive system design in the project management, hopes that the design of comprehensive compensation incentive system for project personnel can provide effective construction method, and can lay the foundation for project human resource management and better project operation.
