Private enterprises play an important role in the national economy with their characteristic of creating jobs for its population and a large contribution to profits and taxation to the country. Growth-oriented small and medium private enterprises account for the vast majority of the total, and are a growing force for large enterprises.ADV is a typical representative of small and medium private enterprises in the electronics manufacturing industry. While company’s products increasingly have to compete with large international enterprises, the human resources management still does not match the company’s development strategy. In this thesis, using the SWOT analysis method, analyzed the challenges and opportunities, as well as the advantages and disadvantages of Human Resource Management. The analysis points out, rapid development of the industry and advantage of the policy contributes to the personnel of the industry and area selection. But Human Resources Management within the company exist deficiency, leading to effortless to attract the excellent employees, while not able to retain and develop the outstanding employees. And based on the in-depth interview, the thesis analysis the current problems of Human Resources Management of ADV company: the HR Management unmatched with the enterprise development strategy; enterprise culture need further concise; the lack of scientific human resources planning; lack of strategic system of employee training and development;lack of scientific and rational selection mechanism; lack scientific and effective performance evaluation system; the lack of effective incentive mechanism; lack of occupation career planning.On this basis, the thesis designed the corresponding Human Resources Management system. The new system emphasizes two fittings: the strategy’s fitting and HR functions’ fitting. Using the "competency" perspective to coordinate the various functions of HR Management, and keep the consistency with the strategy. The thesis not only analyzes SHRM stage deployment of ADV Company, but also proposed the corresponding guarantee measures.
