Xi general secretary in Guangdong to investigate stressed that "now China’s reform has entered a tough time and deep water area, we must take greater political courage and wisdom to carry out the reform of state-owned enterprises, seize the opportunity to deepen the reform of the important field". But the reform of state-owned enterprises is a process of wading across the stream by feeling the way, there are many problems to be solved through further reform.Performance management reform is the most concentrated adjustment strategy layout optimization, followed the management strategy, performance management is no exception. If an enterprise’s performance management still stays in the "face" before the old pattern of "eating pot", then reform brings to the enterprise’s competitive advantage is not true. Therefore, this article selects the state-owned enterprise performance management optimization study for MBA graduate thesis research direction.This article mainly research idea is to analyze the state-owned China food-Qingdao branch of every link of performance management present situation. Through investigation, induction and the data analysis, a comprehensive analysis of the case presented problems, combined with the problems, under the guidance of theory of performance management, develop and optimize for the management of the enterprise development strategy and implementation plan. First, this paper introduces the research background, research purpose, the related concept of performance management both at home and abroad research, the theory and literature, as well as research methods and the basic content of this article. Secondly, based on the theme of the paper, this paper introduces the concept of performance management, content and procedures as well as the important tool of performance management, etc. Then, through survey, statistics and analysis, point out the present problems existing in the enterprise performance management and the reasons. Finally, in view of the performance management problems, to make optimization to ascend, and analyze the new plan may encounter obstacles, and puts forward the measures to come to the conclusion.Combed the performance management research status at home and abroad, this paper expounds the content of performance management and the common problems, analyzed the state-owned China food-Qingdao branch performance management present situation and existing problems, to a certain category of sales staff performance management as the research case, the design optimization of China food-Qingdao branch sales staff performance management plan, it puts forward the model of case under the thought and method of performance management reform. Expect to reform the way has some similar situation of enterprise performance management experience and reference.In addition, performance management is one of the very important module in human resource management. Enterprises should organize all staff to actively participate in activities, not just the work of human resources. Attach importance to the implementation of the performance management work, therefore, it is essential to the development of an enterprise.
