At present, with the deepening of China's financial sector reform, as well as information technology advances, the banking competition has entered a new era. How to quickly adapt to the economic development of the new normal, is the problem that commercial bank managers must consider. Under the new normal, the total change management environment, risk complex situation. Deep in this era of change, for the large state-owned commercial Banks, human resource management is playing a more and more important position in the management and performance management is the core of human resource management. Joint-stock reform, accelerate reform of the human resource, the agricultural bank of the performance management made progress, but traditional system, the thought idea, the objective conditions and other factors, is an urgent need to deepen the reform of human resources system, strengthen the performance management work, to improve performance and promote the development of the employees progress, thus enhancing core competitiveness of the Banks themselves.Based on the BD branch of agricultural bank of China as an example, on the basis of performance management related theory, using the literature research, case study, comparative analysis and other methods, carefully analyses the BD branch of agricultural bank of China's performance management present situation and existing problems, and points out that the cause of the performance management problems of BD branch. By adopting the balanced scorecard, key performance appraisal method, appraisal management tools, optimize the existing performance management design, optimization assessment ideas and principles, performance evaluation index system, evaluation standard, evaluation process, evaluation rules to design again. The last to strengthen the management of BD branch performance measures are put forward. In this paper, main characteristic is that the key in train of thought for performance management program and each branch top managers from branch office department employee two level, performance appraisal measures respectively. On the assessment standards, optimize the existing balanced scorecard indicators, by synthetically considering all kinds of the bank's ability to innovate further. The optimized design performance management system helps the strategic target of BD branch project smooth implementation, especially for the cadre staff, optimize made more explicit responsibility and assessment index, fully mobilize the enthusiasm, layer upon layer decomposition in place, promote the organization goal smoothly, encourage employees to continuously improve working methods, learning, innovation, raise the efficiency of the branches of the internal management work. This article research significance to the improvement of the development of BD branch of not only, also for other commercial Banks in China to perfect the performance management system provides the reference value.
