Along with the rapid advance of urbanization, more and more migrant workers of new generations flood into the city, and they gradually become an important force in promoting the development of the city. As the first generation of rural migrant workers in the growth of the age, there is an obvious intergenerational stratification, migrant workers in China, was born in the 1980 s after the migrant workers-the "new generation migrant workers" as the main body of migrant workers team. New generation migrant workers have stronger urban identity and urban desire, solve the problem of urbanization of this group is particularly urgent.Compared with the developed countries, the transfer of rural surplus labor force in our country, presents the "second shift" unique path, this is mainly due to the urban and rural dual system of household registration system in our country brought about by the narrow channels of employment difficulties, lack of labor and social security, and integrated into the urban problems, seriously hindered the new generation process of urbanization of rural migrant workers, will be the transfer of rural labor force is divided into "urbanization" and "urbanization" in two stages. Reality shows that only realize the countryside surplus labor force in cities "urbanization", can really solve the problem of migrant workers, to ensure the healthy development of cities.The central one file for the first time since 2010, the "new generation migrant workers’problems, the government to solve the" newgeneration migrant workers "in employment, medical care, education, social security and other problems made unremitting efforts, and take a series of targeted measures. Academic circles also from the perspective of sociology, economics, demography, etc on the issue was studied, and abundant research results have been achieved. Based on a systematic sorting out of previous researches and by analyzing key factors influencing the decision-making of policies on citizenization of migrant workers, this paper systematically puts forward the theoretical framework of decision-choosing of citizenization of new generation migrant workers. On this basis and starting from exploring the essence of decision-choosing in citizenization of new generation migrate workers according to relevant economic theory, the paper builds selection model for this decision-making and adopts logistic regression analysis in empirically studying the mechanism of factors affecting the decision-choosing of citizenization of new generation migrate workers in Beijing. Finally, according to the results of empirical analysis, the paper systematically puts forward the policy recommendation of speeding up the citizenization of new generation migrant workers. This research results can not only enrich the theoretical content of citizenization of new generation migrant workers in theory, but also provide relevant reference for making scientific policies on speeding up the process of citizenization of new generation migrate workers in practice.Research results show that:at present,75.3% of new generation migrant workers expressed their willing of being citizenized, only 24.7% interviewees choose not to be citizenized due to the influence of individual characteristics and institutional factors. Among factors of personal characteristics, age and level of education influence decision-choosing of new generation migrant workers about citizenization. Economic income factors such as migrant workers’ working time, job typeand the Engel coefficient are major ones influencing decision-making. Personal characteristics factors such as gender and marital status, sense of belonging to the city in cultural atmosphere have no significant influence of decision-making of citizenizing new generation of migrant workers. Social security factors such as whether to sign labor contract, whether they will be unfairly treated have obvious influence in decision-making of the citizenization of new generation of migrant workers.To better accelerate the process of citizenization of new generation migrant workers and further promote the development of urban and rural integration, the paper puts forward the following policy recommendations from five aspects according to the empirical study conclusion and by combining the current situation of the development of urbanization in China. First, deepen the reform of household registration system to realize the identity transformation of new generation migrant workers; Second, carry out job security and improve the living standards of the new generation migrant workers; Third, perfect the secondary distribution policy and increase public services for new generation migrant workers; Fourth, strengthen education system reform and break policies that discriminate new generation migrant workers; Fifth, construct platform for cultural exchanges to promote the integration of feelings of new generation migrant workers’.
