Compared with other industries, high-tech industry has became the main anchor of economic and social development. As we all know, the development of high-tech industry is mainly dependent on technological innovation. Technological innovation can reduce energy consumption, speed up industrial assets turnover rate, improve profitability. Therefore, there have been more and more scholars began to focus on high-tech industrial technology innovation efficiency issues, review existing literature study found that most scholars tend to start from the perspective of inputs and output, they are more inclined to put patent datas and economic dates together as the output indicators for evaluation.In fact, patent data is only an intermediate output, which have a long way to become economic profit. Therefore, I will devide patents from economics dates to compare innovation of patent efficiency and economics efficiency in this article.Acording to the established of a reasonable evaluation from input and output perspective, estimated the efficiency of high-tech industry technology innovation in 25 provinces in five years (2009-2013) by DEA model, my conclusions is below:On the whole:(1) Overall efficiency of innovation of high-tech industry is efficient, but there is a huge space to develop; (2) The level of innovation efficiency between different provinces is different; (3)Eastern city advantaged on "economic efficiency", Midwest advantaged on "patent efficiency"; (4) The economic efficiency is far away from patent efficiency in some cites.From the perspective of time series:(1) " economic efficiency" is declining," Patent efficiency "is gradually increase in volatility. (2) Although there are regional differences in technological innovation efficiency of high-tech industry, but the difference is narrowing.
