Since the 21st century, tourism has become the best choice for leisure lif e, tourism industry has become the new growth pole of regional economy devel opment, and "Tourism City" has become the new name card of the city. In the fierce market competition, competitiveness is the best element to measure tour ism reality and potential competitive advantages. So the regional tourism compe titiveness has become the focus of many scholars, but for the cities of Anhui province the tourism competitiveness attention degree is not enough. Anhui is le ading tourism province which abounds with distinctive tourism resources of differe nt styles due to historical reason and the regional characteristics of topography and landscape, but Anhui’s tourism industry remains imbalance state which is stronger in south and weaker in the north. Therefore, firstly this paper studies ev ery city’s present situation of the tourism industry competitiveness and secondly explores space and time evolvement rule of every city’s tourism industry devel opment. Only complementarity and cooperation with each other to seek the coo rdinated development of tourism industry of cities in anhui province and to ma ke Anhui to be powerful tourism province. The main contents of the article ar e as follows:The first part is basic analysis, mainly introduces the related concepts, eva luation methods and the relevant research both at home and abroad. Firstly the article introduces background of the subject and research significance, elaborat es research strategy, research methods and main innovation points. Secondly the paper defines the concept of tourism industry and tourism competitiveness, int roduces the four methods to use and make a comment on the relevant research of tourism industry competitiveness both at home and abroad. At last this pap er builds tourism competitiveness evaluation index system from quantitative and qualitative aspects and use Satty approximation method to determine index we ight. The system includes six key elements which contain 39 subdivision index es.The second part is the empirical analysis, it mainly analyzes the tourism i ndustry competitiveness of 16 cities in 2003,2005,2007,2009,2011 and 2013, an d explore space and time evolvement rule of 16 cities’ tourism industry competi tiveness among ten years from 2003 to 2013. Based on the index system and weights of chapter 3, this paper uses TOPSIS method to calculate,sort and analyze the tourism industry competitiveness of cities. Then it uses natural fra cture method to classify urban tourism industry competitiveness, and uses marko v transition matrix to analyze category changes of the cities’ tourism industry c ompetitiveness according to the classification results. At last it uses the spatial autocorrelation analysis to analyze space and time evolvement situation of the cit ies’tourism industry competitiveness among ten years from 2003 to 2013. At t his point, according to the analysis results it gives spatial location optimization suggestions of Anhui’s tourism industry and demonstration leading suggestions of every city’s tourism industry.Through the analysis it reachs conclusions which mainly conclude three po ints:(1) Through calculating datas of 2013, it gets the present situation of Anh ui’s tourism industry:Anhui’s tourism industry unfolds a phenomenon that touri sm industry is stronger in south, more flourishing in center and weaker in th e north. Huangshan city is the leading city and Huaibei city is the weakest city of tourism industry in anhui province.(2) Through calculating datas from 2003 to 2013, it gets that among ten years southern Anhui’s tourism industry is still flourishing and northern Anhui’ s tourism industry is still weak, and that tourism industry development gap bet ween weak city and leading city is more and more big. So the imbalance of t he spatial location about Anhui’s tourism industry development level is more an d more apparent.(3) Through spatial autocorrelation analysis it gets that on the whole Anhu i already appears tourism industry accumulative effect among ten years. The col d spot area locates in northeast of anhui, secondary cold spot area locates in n orthwest, secondary hot spot area locates in middle and southeast of Anhui an d the hot spot area locates in southwest of Anhui.
