As a developing country who advocates "people-oriented", our government has been closely committed to and been in service of solving people’s material and spiritual life’s problems. Considering the lower-middle class people for the urgent needs of housing, affordable housing projects spring up then. To ensure all the people enjoy their right to "Housing" has become an urgent target which the government has been trying to realize in recent years. In the 12th five-year Plan, Xi Jinping, our general secretary, even put forward to the grand blueprint that when 2015, government-subsidized housing would be up to national coverage of 20% or so. On the one hand, it may protect reasonable benefit of low income groups’demand for housing, but on the other hand it also means a huge spending accompanied by huge funding gap. Therefore, exhaustive affordable housing projects’discussion of capital bottleneck and cost problem and finding a new development way for it is especially important.Combing policy, operating situation and present problems of affordable housing, it discussed the necessity and feasibility of putting PPP model into affordable housing projects by using the SWOT analysis method.Secondly, from the perspective of value chain and applying integral and dynamic thinking, it centered the affordable housing projects’cost issues under the PPP model and summarized main waste sessions appeared in the process of project operation. Then, it optimized to make the importance extent under the suggestion of experts and scholars. In combination with the project, it gave some optimization suggestions focused on the cost of items which contains more potential to improve.Finally, considering the public welfare nature of affordable housing projects, simply pursuing economic savings will inevitably cause a series of social problems. So it took QingDao city housing projects as examples to examine the spiritual needs of the target customer groups. It hopes that it could realize an effective integration between economic interests and social interests. Considering synthetic study, it advanced some reasonable advice.
