At present, the construction of affordable housing has a vigorous expansion in China, but the problems arise from the management and operation of project and the new requirement proposed by the change of China’s economic, social, population and housing relationship, reflect the urgency of a sound housing security system. An ex-post assessment of project will help policy makers understand the actual situation and the problem, and have a better solution. However, existing research on ex-post assessment of project is almost focused on the aspect of economic and environment, little on the social impact. Given affordable housing’s nature of welfare and quasi-public goods just fit in its role of promoting social fairness and justice, and coordination of social relations, and China’s "people-oriented", coordinated and sustainable development concept. Therefore, this article makes a research on ex-post assessment of social impact of affordable housing project under the perspective of stakeholders, so as to improve affordable housing projects ex-post assessment system, and provide a reasonable proposal for the construction, operation and management of affordable housing projects.In this paper, under the main guidance of the stakeholder theory, combined with engineering sociological theory and feedback control theory, and on the basis of a full reference to existing research results in the world, expanding the research with the methods of literature research, inductive reasoning, surveys, building models and empirical analysis. The main ideas and conclusions of the article are as follows:1. Make a decision of a research on ex-post assessment of social impact of affordable housing project under the perspective of stakeholders based on a research of progress and achievement in domestic and international research and a summary in the characteristics and shortcomings of existing achievements. Then,identify the core stakeholders of affordable housing during the stage of operation, including project sponsors(government), tenants, property management agencies and surrounding residents. And questionnaire is used to determine the key demands of the core interests of stakeholders.2. Evaluation index system is constructed in accordance with the key demands of the core interests of stakeholders during the stage of operation and the principles, which covering 4 dimensions of 33 indicators. Choosing Fuzzy Comprehensive Evaluation based on AHP(Fuzzy Comprehensive Evaluation) as research method. Obtain the index weight according to AHP method and expert scoring method, the weight of project sponsors(government), tenants, property management agencies and surrounding residents are 0.35,0.4,0.15,0.1.3. Making an empirical analysis of affordable housing projects in Wuhan Baibuting community. The results show that the project after social impact assessment rating of good, resulting in a good social impact. The project can be enhanced by providing career guidance, improving the supporting facilities, improving tenants’ sense of identity and increasing relevant government departments’ support. In addition, the smooth development of empirical analysis examined the scientific and rationality of evaluation index system and evaluation model.4. By a full summary and exploring deep courses of problems, the paper points out that in order to improving affordable housing’s construction and operation level, and promoting the sustainable development of affordable housing project, the following aspects will be useful:(1) causing government’s attention and making reasonable planning and design;(2) encouraging the construction of residential and mixed-mode;(3) developing the "multi-linkage" community property management mode;(4) strengthening supervision and management and feedback control.
