Affordable housing is also known as the protection of housing,housing refers to the settlement of low-income residents of the housing problem,the government set rent,price and standard of housing.It has the function of regulating social distribution equity and promoting social harmony.Abroad for the protection of housing theory research and practice are relatively early start.From twentieth Century 20 to 30s,after World War ? and the economic crisis,the United States and other countries through the market mechanism,the government and the market behavior of low-income housing construction standards,in accordance with the standard to make sure everyone has room to live;twentieth Century 60 to 70s,Singapore launched the housing plan,the home ownership thought extended.Foreign advanced practice in China after the practical application can be used for reference.Since the State Council in 2008,it is clear that the work of government planning is to pay close attention to the establishment of a housing security system.At present,for our country's special national conditions,many in the protection of the housing market and the distribution of the problem began to study,that is,the market and security separately,but a way to take a parallel.It is conducive to the protection of housing demand and supply for rational planning.On the basis of analyzing and sorting out the relevant literature data,this paper evaluates the applicability of PPP model in the field of housing construction.The basic principle of suitability evaluation based on the combination of expert scoring,questionnaire investigation and practice research to determine the methods of screening to determine the affordable housing construction refers to the applicability of the PPP model,then use AHP method and check list method to construct the evaluation system,and then combined with the evaluation model of application case.This paper presents the key applicability indicators of risk and uncertainty,and puts forward measures to deal with economic and social benefits of housing project implementation and optimization.
