Study On The Sustainable Development Of Guangrao Binhai New Area

Science and technology is the first productivity. The development of high-tech industry has become the theme of world economic development and a new growth point of national economy China. As the carrier of new and high technology industry, high-tech industrial development zone has developed rapidly in recent years, and is increasingly becoming an important driving force of economic growth in the city and region through to expanding its innovation economy scale and enhancing economy quality and benefit. However, throughout the construction and the development of high-tech zones in China, more and more exposed the problems seriously affect the sustainable development of the high-tech zones. Therefore, how to maintain the sustainable development of high-tech zone has become the focus of attention and research. The study about how to realize the healthy and sustainable development of high tech zones is still lack of empirical research. With the development planning of the Yellow River Delta Efficient Ecological Economic Zone and Shandong Peninsula Blue Economic Zone approved, the development of the Yellow River delta efficient ecological economic zone and Shandong Peninsula blue economic zone rose to national strategy. As a high-tech industrial development zone in the Yellow River delta efficient ecological economic Zone, Guangrao Binhai New Area ushered in a rare historical opportunity and challenge. With the pressure of rapid development of similar leading economic zone, how the Guangrao Binhai New Area thrive in "yellow blue" strategy has become an important research topic. Based on this, the study carried out the research on how to realize the sustainable development, so as to provide theoretical guidance for the sustainable development and reference of policy of Guangrao Binhai New Area and the beneficial reference and enlightenment for the development and construction of other similar high tech zone.Based on the current domestie and foreign literatures carding and analyzing and actual research, the study analyzed the development situation in natura, socioeconomic, environmental quality, management organization mode, investment and financing mode and planning structure and industrial layout of Guangrao Binhai New Area. Based on the new area actual, the study combs and analyzes the environment of development strategy and set a clear strategic positioning in regional function and Industry, and put forward the main safeguard measures to guide the healthy and sustainable development of Guangrao Binhai New Area.The study found that new area have obvious advantages in land resources, location, traffic conditions and project support, but there are some disadvantage in relatively backward economic and technological level, repeated industry positioning with the surrounding area, water resources, talent scarcity, incompatibility between management system and functional localization and regionalization, difficult in land moved coordination, financing difficulty, and deficiencies in planning management ande environment management.With the opportunities of yellow and blue national strategy and industrial transformation and upgrading and the challenges of the homogenization of competition and how to process projects of the original enterprise and management and cultivate the enterprises entering the zone, linking theory with practice, the study set a clear strategic positioning that will be Binhai high tech ecological city based on circular economy and with watertown blending characteristics, and focus on the development of ecological circulation industry, marine advantage industry, petroleum equipment industry, locomotive supporting industry, and tourism service industry. At last, the study put forward seven aspects safeguard measures to guide sustainable development of Guangrao Binhai New Area.
