Since joining the WTO, China plays an increasingly important role in the international area. Foreign trade in each industry has entered a period of rapid development and China becomes a major exporter and a manufacturing country, which brought the development of China’s garment industry a good opportunity. With the rapid development of China’s market economy, China’s garment industry has developed rapidly.As an important part of the textile and garment industry in the context of economic globalization, market size of Chinese garment industry continues to grow. However, with China’s garment industry in international competition continuing to heat up, China’s garment industry faced great challenges and market opportunities. As we all know, China has been "clothing manufacturing country" and "a major exporter" in the world, however, the current situation of foreign trade of China’s garment industry is not optimistic. There is a saying that the production of one hundred million Chinese pants equals a European plane, showing the awkward position of garment trade. Since China’s garment industry has been puerile, lack of independent brands and low levels of design, it has occurred the anti-dumping boycotts, green barriers and "MFA" in the recent years. Affected by the exporting environment, the prospects of China’s garment industry’s development are restricted by the bottleneck.In this paper, the absolute advantage theory, comparative advantage theory, factor endowments and other international trade theory are used to study on the international competitiveness of China’s garment industry. Compare the veteran Italian clothing giant as the representative with China’s garment industry to analyze the factors of impacting export competitiveness in China’s garment industry. There is a huge gap between European and American big-name clothing in terms of brand, quality, design, and marketing channels. The use of CMS model gives China’s garment industry scientific and effective evaluation and measurement. And in the context of the "new normal" economic policy and the spirit of adapting to the new norm, this paper propose to make the development of China’s garment industry into the "new normal".By reading a lot of literature, reviewing the results of previous research, the author presents new insights and research findings in the article. The innovation of this paper is capable of advancing to combine the historical background to analyze the competitiveness of China’s garment export industry, and in the context of the "new normal" economic policy, the solutions proposed contribute to a modest healthy development of national economy.
